Prof. Dr. Mahmoud Mohamed El-Meligy
Prof. Dr. Mahmoud Mohamed El-Meligy is a distinguished Egyptian civil and structural engineer, academic, and university administrator with a career spanning more than three decades at Mansoura University and beyond. Born on 23 October 1962, he is married with three children and resides in Nasr City, Cairo.

El-Meligy earned his Bachelor's degree in Civil Engineering from Mansoura University in 1985, a Master's in Structural Engineering in 1988, and a Ph.D. in Soil Mechanics and Foundations from Wrocław University of Science and Technology, Poland, in 1994, later qualifying as a Consulting Engineer in Geotechnical Engineering in 1999. His dissertation won Mansoura University's Award for Best Doctoral Dissertation in Structural Engineering (1995). He joined Mansoura University as a Teaching Assistant in 1985 and rose through the ranks to become Professor of Structural Engineering in December 2004, a position he still holds.

His leadership roles include Dean of the Faculty of Engineering at Pharos University in Alexandria (2023–2025), Acting President of Mansoura University (2022), Acting Founder President of Mansoura National University (2022), Vice President of Mansoura University for Community Service and Environmental Development (2012–2015, 2018–2023), Dean of the Faculty of Engineering at Mansoura University (2011–2012), Head of the Structural Engineering Department (2010–2011), and Director of the Soil Mechanics and Foundations Laboratory (2010, 2016–2017). As Founder President of Mansoura National University, he oversaw its establishment and ensured it was the only private university nationwide to open its first academic year at its actual campus. He also chaired numerous university committees and led crisis responses, including structural assessments after the 2013 Daqahliya bombing and the 2015 Manial Bridge collapse.

From 2008–2009, he served as Engineering Consultant to the Governor of Dakahlia, addressing traffic congestion, proposing the Mansoura River Bus project, and overseeing at-risk buildings. As Vice President for Community Service, he led humanitarian convoys — "Bridges of Goodness" and "Decent Life" — delivering medical care to over 80,000 people, earning recognition among Egypt's top ten government teams (2022 Government Excellence Award).
Since 1998, he has chaired the Egyptian-German Engineering Consulting Group, and from 1996–2022 owned an engineering consultancy of the same name, with structural and geotechnical projects for EgyptAir, Cairo International Airport, the National Bank of Egypt, and major developments across Egypt. He has consulted for firms like Arab Contractors and advised on Egypt's mandatory construction insurance framework.

A specialist in structural and geotechnical reliability, he conducted research at the Technical University of Munich (1997) and has authored dozens of papers on pile behavior, foundation reliability, and soil-structure interaction. He has supervised many graduate theses and served as an arbitrator for professorial promotions.

His tenure coincided with Mansoura University being named Egypt's Best Environmentally Friendly University (2023) and achieving a 301–400 global ranking in the 2023 THE Impact Rankings. He has completed leadership training through the Fulbright Program and Egypt's Nasser Military Academy, combining academic distinction with sustained public service throughout his career.
